Supporting measures may be taken to promote access and participation by persons with special educational needs. Where appropriate, positive actions may be taken in order to promote equal opportunities for women and men. Activities giving special emphasis to intercultural aspects or to promoting competence in other languages, in particular the less widely used and less taught languages of the Community, are to be particularly encouraged. The promotion of all types of open and distance learning, as well as the appropriate use of information and communication technology, is to be encouraged across all actions of the programme. Under all actions of the programme, particular attention will be paid to the dissemination of results.
