  "text": "The geographical scope of this TSI is the trans-European high-speed rail system as described in Annex I to Directive 96/48/EC.\nReference shall be made in particular to the lines of the trans-European rail network described in European Parliament and Council Decision No 1692/96/EC of 23 July 1996 on Community guidelines for the development of the trans-European transport network or in any update to the same Decision as a result of the revision provided for in Article 21 of that Decision.",
