"text": "(a) Maintenance plan\nIn order to guarantee that the performance of each of the characteristics in this TSI is maintained, the existence and application of a rolling stock maintenance plan shall be required.\nThe maintenance plan shall be set up by the owner of the rolling stock or his agent in order to guarantee maintenance of the characteristics specified in the rolling stock subsystem.\nAs a minimum the maintenance plan shall contain the following elements:\na set of inspections to be carried out with, if necessary, statements of the allowable limits (values outside which the train can no longer safely operate),\na set of equipment replacement schedules to be carried out on the basis of wear or period of use,\nstatements of the periodicity of these checks and how they are controlled,\nprovisions for the training and qualification of maintenance personnel,\nstandards relating to the provisions, checks and values called for above,\narrangements of the means of implementing these checks,\nmethods to ensure traceability of maintenance work on the rolling stock.\nThe existence of the maintenance plan including the above elements will be verified by the notified body, but the operator is responsible for values and periodicities indicated in the maintenance plan.\n(b) Maintenance work\nThe majority of the maintenance work shall be the responsibility of the railway undertaking that operates the vehicle. In-service maintenance and minor repairs necessary to ensure a safe return journey shall be able to be carried out on parts of the network distant from the vehicles' home base, including whilst stabled on a foreign network. The main tasks concerned are required between the legs of a return journey:\nfilling and emptying (water, WC, sand, etc.),\ncleaning of the vehicle.\nAlso minor repairs and unplanned maintenance.\nTo facilitate these operations, interoperable trainsets shall be capable of being stabled, with no crew onboard, with auxiliary power supply maintained for lighting, air conditioning, refrigerated cabinets, etc.\nThe various requirements applicable to interoperability for undertaking these tasks are specified in the maintenance TSI.\nThe functional interfaces between the maintenance subsystem and the rolling stock subsystem are as follows:\nexternal cleaning of trainsets (Section 4.2.2.2.1 of the maintenance TSI)\nthe system for emptying retention toilets (Section 4.2.2.2.2 of the maintenance TSI)\ninterior cleaning of trainsets (Section 4.2.2.2.3 of the maintenance TSI)\narrangements for replenishing water and sand (Sections 4.2.2.2.4 and 5 of the maintenance TSI)\nstabling arrangements (Section 4.2.2.2.6 of the maintenance TSI).\nThe constituents that interface between the maintenance and rolling stock subsystems are:\nthe connectors for toilet emptying (Section 5.3.1 of the maintenance TSI)\nthe power sockets for interior cleaning of the trainsets (Section 5.3.3 of the maintenance TSI)\nthe connectors for water replenishment (Section 5.3.5 of the maintenance TSI)",
