  "text": "The following special provisions are authorised in the following specific cases. These specific cases are classified according to two categories: the provisions apply either permanently (‘P’ cases), or temporarily (‘T’ cases). As to temporarily cases, it is recommended that the target system is reached either by 2010 (‘T1’ cases), an objective set in European Parliament and Council Decision No 1692/96/EC of 23 July 1996 on Community guidelines for the development of the trans-European transport network, or by 2020 (‘T2’ cases).",
