  "text": "These provisions apply to electronic and digitised documents established or received and held by the Commission.\nThey may be made applicable, by agreement, to electronic and digitised documents held by other entities responsible for applying certain Community policies or to documents exchanged via data transmission networks between administrations of which the Commission is part.",
