  "text": "Council Decision\nof 13 September 2004\nappointing a new member of the Commission of the European Communities\n(2004/652/EC, Euratom)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty establishing the European Community, and in particular the second paragraph of Article 215 thereof,\nHaving regard to the Treaty establishing the European Atomic Energy Community, and in particular the second paragraph of Article 128 thereof,\nWhereas:\nIn a letter dated 30 August 2004, followed by a letter dated 7 September 2004, Mr Philippe BUSQUIN resigned from his post as a member of the Commission, with effect from midnight on 12 September 2004. He should be replaced for the remainder of his term of office,\nHAS DECIDED AS FOLLOWS:",
