1.

Payment of expenditure shall be made by the accounting officer within the limits of the funds available.

2.

Payments other than those made from an imprest account as provided for in Article 11 shall require the joint signature of the accounting officer or an accounting officer by delegation and the authorising officer or an authorising officer by delegation.
