  "text": "1. Where duly substantiated urgency renders impracticable the time-limits laid down in Article 79(3), the Agency may set the following time limits, expressed in calendar days:\n(a) a time limit for the receipt of requests to participate, which may not be less than 15 days from the date on which the contract notice was dispatched;\n(b) a time limit for the receipt of tenders, which may not be less than 10 days from the date of the invitation to tender.\n2. Provided it has been requested in good time, additional information on the specifications shall be communicated to all candidates no later than four calendar days before the deadline for receipt of tenders.",
