  "text": "The members of the Stabilisation and Association Council may be represented if unable to attend. If a member wishes to be so represented, he must notify the President of the name of his representative before the meeting at which he is to be so represented.\nThe representative of a member of the Stabilisation and Association Council shall exercise all the rights of that member.",
