  "text": "Council Decision\nof 22 December 2004\namending Decision 2004/197/CFSP establishing a mechanism to administer the financing of the common costs of the European Union operations having military or defence implications (ATHENA)\n(2004/925/EC)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the European Union, and in particular Article 13(3) and Article 28(3) thereof,\nWhereas:\n(1)\nOn 23 February 2004, the Council adopted Decision 2004/197/CFSP which provides that its first review shall take place before the end of 2004.\n(2)\nWhen adopting Joint Action 2004/570/CFSP of 12 July 2004 on the EU military operation in Bosnia-Herzegovina, the Council noted the need to consider in the forthcoming review of ATHENA a number of issues.\n(3)\nDecision 2004/197/CFSP should therefore be amended,\nHAS DECIDED AS FOLLOWS:",
