The Commission found some indications that PPDs could have been used as focal points for an alignment of the majors’ list prices in all five Member States. Regarding discounts, the investigation indicated that the level of discounts varied to some extent among the different majors and that certain types of discounts were not sufficiently transparent to establish existing collusion.
