  "text": "The non-governmental organisation beneficiary of Community aid (hereinafter ‘ the NGO ’ ) shall be responsible for compliance with the following rules for the purchase of products to be supplied under Council Regulation (EC) No 1292/96 as Community food aid without prejudice to any additional financial management requirements included in the contract concluded with the beneficiary for implementing food aid policy.",
