  "text": "1. Access to the Programme shall be open to all public and/or private bodies, actors and institutions, in particular:\n(a) Member States;\n(b) public employment services and their agencies;\n(c) local and regional authorities;\n(d) specialised bodies provided for under Community law;\n(e) the social partners;\n(f) NGOs, in particular those organised at European level;\n(g) higher education institutions and research institutes;\n(h) experts in evaluation;\n(i) national statistical offices;\n(j) the media.\n2. The Commission may also directly participate in the Programme insofar as the activities provided for in points (a) and (b) of Article 9(1) are concerned.",
