  "text": "The questionnaire as set out in the Annex to this Decision related to Directive 96/61/EC is hereby established.\nThe Member States shall use that questionnaire as a basis for drawing up the report to be submitted to the Commission pursuant to Article 16(3) of Directive 96/61/EC covering the period from 1 January 2006 to 31 December 2008.",
