  "text": "States Parties shall consider the conclusion of bilateral or regional agreements or operational arrangements or understandings aimed at:\n(a) establishing the most appropriate and effective measures to prevent and combat the conduct set forth in article 6 of this Protocol; or\n(b) enhancing the provisions of this Protocol among themselves.",
