  "text": "Under the direction of the Council, the Permanent Bureau shall be charged with:\n(a) the preparation and organisation of the Sessions of the Hague Conference and the meetings of the Council and of any Special Commissions;\n(b) the work of the Secretariat of the Sessions and meetings envisaged above;\n(c) all the tasks which are included in the activity of a secretariat.",
