1.

The budget of the Conference shall be submitted each year to the Council of Diplomatic Representatives at The Hague for approval.

2.

These Representatives shall also apportion among the Member States the expenses which are charged in that budget to the latter.

3.

The Diplomatic Representatives shall meet for such purposes under the chairmanship of the Minister of Foreign Affairs of the Kingdom of the Netherlands.
