  "text": "Reference Guidance:\nSection 3.5\nDesignation of competent authorities\nSection 3.8\nDelegation to control bodies\nDesignated competent authorities (designation, structure and organisation on a national basis)\nProvide an overview of the:\nAreas of competence/scope of responsibilities\nReporting and communication channels\nOrganisational charts or tables may be used to describe the structure, responsibilities, reporting or communication channels, etc.\nDelegation of official control tasks to control bodies\nCompetent authority responsible\nControl bodies or category of control body as appropriate\nOfficial control tasks delegated\nDescribe the arrangements to ensure that the legislative requirements regarding delegation of control tasks to control bodies are met.\nNational reference laboratories:\nThis requirement does not apply to official controls regarding plant health.\nNational reference laboratories\nCompetent authority responsible\nDesignated analytical activities\nDescribe the quality control or management systems applied in each national reference laboratory.\nDescribe arrangements for the planning and conduct of proficiency/ring tests and the programme for proficiency/ring tests during the duration of the national control plan as applicable.\nDescribe the arrangements to ensure that national reference laboratories designated in accordance with Article 33(1) of Regulation (EC) No 882/2004 conform to and operate in accordance with Article 33 of that Regulation.",
