  "text": "Council Decision\nof 15 February 2007\non the signature and provisional application of a Second Additional Protocol to the Economic Partnership, Political Coordination and Cooperation Agreement between the European Community and its Member States, of the one part, and the United Mexican States, of the other part, to take account of the accession of the Republic of Bulgaria and Romania to the European Union\n(2007/376/EC)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty establishing the European Community, and in particular Articles 57(2), 71, 80(2), 133(1), 133(5) and 181 in conjunction with the first sentence of the first subparagraph of Article 300(2) thereof,\nHaving regard to the 2005 Act of Accession, and in particular Article 6(2) thereof,\nHaving regard to the proposal from the Commission,\nWhereas:\n(1)\nOn 23 October 2006 the Council authorised the Commission, on behalf of the European Community and its Member States, to negotiate with Mexico a Second Additional Protocol to the Economic Partnership, Political Coordination and Cooperation Agreement between the European Community and its Member States, of the one part, and the United Mexican States, of the other part, to take account of the accession of the Republic of Bulgaria and Romania to the European Union.\n(2)\nThese negotiations have been concluded satisfactorily.\n(3)\nThe text of the Second Additional Protocol provides for the provisional application of the Protocol before its entry into force.\n(4)\nSubject to its conclusion at a later date, the Second Additional Protocol should be signed on behalf of the Community and the Member States,\nHAS DECIDED AS FOLLOWS:",
