  "text": "Subject to the provisions of Articles 8 and 12 of this Decision, funding may be in the form of:\nthe purchase of goods and services, in particular in the field of communications, by way of calls for tender,\nthe purchase of consultancy services, by way of calls for tender,\nsubsidies allocated to cover the expenses of special events at Community level to highlight and raise awareness of the European Year. Such funding will not exceed 80 % of the total expenditure incurred by the recipient.",
