  "text": "MODEL CERTIFICATION FOR SECOND PREFINANCING\nMEMBER STATE:\nFUND:\nCERTIFYING AUTHORITY:\nANNUAL PROGRAMME COVERED BY THE CERTIFICATION:\nI, the undersigned, [name of the person in charge]\nrepresenting the certifying authority designated for the [name of the Fund]\nhereby certify that all expenditure included in the progress report on the implementation of the annual programme amounts to:\nTotal amount of eligible expenditure paid by final beneficiaries or used for the technical assistance.\n[exact figure to two decimal places]\nEUR\nI also certify that actions are progressing in pursuance with the objectives laid down in the Commission Decision adopting the annual programme and in accordance with the basic act and its implementing rules, and in particular, that:\n1.. the declaration of expenditure is accurate, results from reliable accounting systems and is based on verifiable supporting documents;\n2.. the expenditure declared has been incurred in respect of actions selected for funding in accordance with the criteria applicable to the annual programme;\n3.. for the purpose of certification, I have received adequate information from the Responsible Authority on the procedures and verifications carried out in relation to expenditure included in statements of expenditure;\n4.. the declaration of expenditure and the request for the second pre-financing payment take account, where applicable, of any amounts recovered and of any interest received under the annual programme.\nThis declaration of expenditure is based on accounts provisionally closed on [dd/mm/20yy].\nIn accordance with Article 43 of the basic act, the supporting documents are and will continue to be available for at least five years following the closure of the annual programme by the Commission.\nDate\nName in capital letters, stamp, position and signature of certifying authority",
