  "text": "For general rules see Section 2.6.\nIf at least one of the EAWs or ERs attached to the alert can be executed, the alert shall not be flagged.\nA flagged alert shall be regarded as being issued for the purposes of communicating the whereabouts of the person for whom it was issued.",
