  "text": "Annex 3, Part I, to the Common Consular Instructions is hereby amended as follows:\n1.. In the entry regarding Ethiopia, the following footnote shall be inserted:\n‘For Germany and the Netherlands\nThe following persons shall be exempt from the ATV requirement:\nnationals in possession of a valid visa for a Member State or for a State party to the Agreement on the European Economic Area of 2 May 1992, Canada, Japan or the United States of America, or when they return from these countries after having used the visa’.\n2.. Below the list of third countries in the explanation part, under the third subparagraph, the following subparagraph shall be added:\n‘Exemptions from the airport transit visa requirement shall also apply to the airport transits of a third country national in possession of a valid visa for a Member State or for a State party to the Agreement on the European Economic Area of 2 May 1992, Canada, Japan or the United States of America, travelling to any other third country. They shall not apply to the airport transits of a third country national on his return from any other third country after the expiry of the above mentioned visa.’",
