  "text": "Directive 2004/17/EC shall not apply to contracts awarded by contracting entities and intended to enable the following services to be carried out in Sweden:\n(a) large sorted non-priority shipments in metropolitan areas;\n(b) domestic standard business to business parcel services;\n(c) domestic standard business to consumer parcel services;\n(d) domestic express and courier parcel services;\n(e) domestic pallet services (also called light goods services);\n(f) third and fourth party logistics;\n(g) philatelic services; and\n(h) international parcel services.",
