  "text": "Council Decision\nof 16 July 2009\nappointing a new Member of the Commission of the European Communities\n(2009/552/EC, Euratom)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty establishing the European Community, and in particular the second paragraph of Article 215 thereof,\nHaving regard to the Treaty establishing the European Atomic Energy Community, and in particular the second paragraph of Article 128 thereof,\nWhereas:\nin a letter dated 5 July 2009, Mr Louis MICHEL resigned from his post as a Member of the Commission with effect from 14 July 2009. He should be replaced for the remainder of his term of office,\nHAS DECIDED AS FOLLOWS:",
