  "text": "This Decision shall apply from 1 December 2010 for those devices first placed on the market prior to 1 December 2009.\nIt shall apply from 1 December 2009 for all other devices.\nHowever, Member States shall allow manufacturers to apply the requirements set out in the Annex before the dates set out in the first and second paragraphs.",
