# Decision No 922/2009/EC of the European Parliament and of the Council of 16 September 2009 on interoperability solutions for European public administrations (ISA) (Text with EEA relevance), Article 4: General principles

Actions launched or continued under the ISA programme shall be based on the following principles:
(a) technological neutrality and adaptability;
(b) openness;
(c) reusability;
(d) privacy and protection of personal data; and
(e) security.
