  "text": "The owners of WestLB are to initiate a tender procedure in accordance with paragraphs 6.1 to 6.7 below by 31 August 2010, and to conclude a contract of sale with the purchaser by 31 August 2011, so that the sale can take effect by 31 December 2011 For properly substantiated reasons the Commission may agree to a sale by private treaty or to a consolidation of Landesbanken before or during the tender procedure.",
