  "text": "1. The Eurosystem shall not reimburse to cash handlers the costs incurred by them in the fulfilment of this Decision.\n2. The Eurosystem shall not compensate for additional costs incurred by cash handlers due to the issue of euro banknotes with changed or new security features.",
