  "text": "Council Decision 2010/168/CFSP\nof 22 March 2010\nappointing the European Union Special Representative in Afghanistan\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union and, in particular, Articles 28, 31(2) and 33 thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 24 July 2008, the Council adopted Joint Action 2008/612/CFSP concerning the appointment of a European Union Special Representative (EUSR) in Afghanistan.\n(2)\nMr Vygaudas USACKAS should be appointed as EUSR in Afghanistan from 1 April 2010 to 31 August 2010. However, the mandate of the EUSR may be terminated earlier, if the Council so decides, on a recommendation of the High Representative of the Union for Foreign Affairs and Security Policy (HR) following the entry into force of the decision establishing the European External Action Service.\n(3)\nThe EUSR in Afghanistan will implement his mandate in the context of a situation which may deteriorate and could harm the objectives of the Common Foreign and Security Policy as set out in Article 21 of the Treaty,\nHAS ADOPTED THIS DECISION:",
