  "text": "1. The Council shall implement modifications to Annexes I and III on the basis of the determinations made by the Security Council.\n2. The Council, acting by unanimity on a proposal from Member States or from the High Representative of the Union for Foreign Affairs and Security Policy, shall establish the list in Annexes II and IV and adopt modifications to it.",
