  "text": "1. The amounts set out in the Annex shall be considered as revenue for the Union’s budget.\n2. Romania may pay these amounts set out in the Annex to the Union’s budget in four equal instalments. The first instalment shall be paid by the last day of the second month following the month in which this Decision is notified to that new Member State. Subsequent instalments shall be paid by 31 October 2011, 31 October 2012 and 31 October 2013 respectively.",
