  "text": "Technical implementation of this Council Decision will be entrusted to the EU Non-Proliferation Consortium.\nThe EU Non-Proliferation Consortium will perform its tasks under the responsibility of the HR. In carrying out its activities, it will cooperate with the HR, the EU Member States, other participating states, and international organisations as appropriate.",
