  "text": "Council Decision 2011/172/CFSP\nof 21 March 2011\nconcerning restrictive measures directed against certain persons, entities and bodies in view of the situation in Egypt\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article 29 thereof,\nWhereas:\n(1)\nOn 21 February 2011, the European Union declared its readiness to support the peaceful and orderly transition to a civilian and democratic government in Egypt based on the rule of law, with full respect for human rights and fundamental freedoms and to support efforts to create an economy which enhances social cohesion and promotes growth.\n(2)\nIn this context, restrictive measures should be imposed against persons having been identified as responsible for misappropriation of Egyptian State funds and who are thus depriving the Egyptian people of the benefits of the sustainable development of their economy and society and undermining the development of democracy in the country.\n(3)\nFurther action by the Union is needed in order to implement certain measures,\nHAS ADOPTED THIS DECISION:",
