  "text": "Where observers are taken on board in a country other than São Tomé and Príncipe, their travel costs shall be borne by the shipowner. Should a vessel with an observer on board leave São Tomé and Príncipe’s fishing zone, all measures must be taken to ensure the observer’s return to São Tomé and Príncipe as soon as possible at the expense of the shipowner.",
