  "text": "All parts of a luggage carrier shall be designed in such a way that the product provides sufficient stability for normal use by the intended users.\nLuggage carrier parts shall be firmly assembled and fixed using the fixing devices provided or those specified by the manufacturer, and according to the manufacturer’s instructions.\nAll fixing devices shall be accurately sized.\nThe effects of the weather conditions on the safety performance of a luggage carrier shall be minimised.",
