  "text": "All parts of a bicycle shall be constructed to provide a level of stability compatible with normal use by the intended user.\nIt shall be possible to ride the bicycle with one hand removed from the handlebar (as when giving hand signals) without it becoming difficult to operate or hazardous to the rider. The bicycle with a loaded luggage carrier shall offer stable handling while riding, braking, turning and steering.",
