Specify the procedures to ensure that the operator makes a financial contribution available to the competent authority before the transfer of responsibility pursuant to Article 18 has taken place and how these take account of the criteria referred to in Annex I of the Directive and elements relating to the relevant history of storing CO₂ (Article 20).
