Germany will ensure that the full and correct implementation of the HRE restructuring plan of 14 June 2011 and the full and correct implementation of all commitments within this Commitments Document are continuously monitored by an independent, sufficiently qualified Monitoring Trustee who is obliged to maintain confidentiality.
