  "text": "DRAFT\nDECISION No …/2012 OF THE EEA JOINT COMMITTEE\nof\namending Protocol 31 to the EEA Agreement, on cooperation in specific fields outside the four freedoms\nTHE EEA JOINT COMMITTEE,\nHaving regard to the Agreement on the European Economic Area, as amended by the Protocol adjusting the Agreement on the European Economic Area, (‘the EEA Agreement’), and in particular Articles 86 and 98 thereof,\nWhereas:\n(1)\nProtocol 31 to the EEA Agreement was amended by Decision of the EEA Joint Committee No …/… of ….\n(2)\nA comprehensive earth monitoring system is of central importance to the sustainable management of Northern Europe and the Arctic.\n(3)\nNorway has contributed to the development of the European Earth Monitoring programme (GMES), both in the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) and as member of the European Space Agency.\n(4)\nIt is appropriate to extend the cooperation of the Contracting Parties to the EEA Agreement to include Regulation (EU) No 911/2010 of the European Parliament and of the Council of 22 September 2010 on the European Earth monitoring programme (GMES) and its initial operations (2011 to 2013).\n(5)\nProtocol 31 to the EEA Agreement should therefore be amended in order to allow for this extended cooperation to take place from 1 January 2012,\nHAS ADOPTED THIS DECISION:\nDone at …, …\nFor the EEA Joint Committee\nThe President\nThe Secretaries to the EEA Joint Committee",
