  "heading": "Beneficiaries",
  "text": "Beneficiaries of project activities shall include state officials, industry and civil society representatives from the following countries:\n(i) South Eastern European countries (Albania, Bosnia and Herzegovina, Croatia, the fYROM, Montenegro and Serbia);\n(ii) North African Mediterranean countries of the European Neighbourhood Policy (Algeria, Egypt, Libya, Morocco and Tunisia);\n(iii) Eastern European and Caucasian countries of the European Neighbourhood Policy (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine).\nSpecific beneficiary countries for each type of activities provided for in this Council Decision will be selected on the basis of, inter alia, the following criteria:\ncommitment of third country to improve its conventional arms export controls and bring them in line with Union standards;\nrelevance of the third country to the global arms trade;\nimpact of previous Union assistance on national system of conventional arms export of the third country and expected long-term and sustainable impact of further assistance.\nThe COARM may, upon a proposal from the High Representative, decide to modify the list of beneficiary countries based on appropriate justification.",
