  "text": "For the purposes of these BAT conclusions, the following definitions apply:\nTerm used\nDefinition\nNew plant\nA plant introduced on the site of the installation following the publication of these BAT conclusions or a complete replacement of a plant on the existing foundations of the installation following the publication of these BAT conclusions\nExisting plant\nA plant which is not a new plant\nMajor upgrade\nAn upgrade of the plant/kiln involving a major change in the kiln requirements or technology, or replacement of the kiln\n'Use of waste as fuel and/or raw material'\nThe term covers the use of:\nwaste fuels with significant calorific value; and\nwaste materials without significant calorific value but with mineral components used as raw materials that contribute to the intermediate product clinker; and\nwaste materials that have both a significant calorific value and mineral components",
