  "text": "Council Decision\nof 17 May 2013\ndesignating the European Capital of Culture for the year 2017 in Denmark and in Cyprus and the European Capital of Culture for the year 2018 in Malta\n(2013/286/EU)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Decision No 1622/2006/EC of the European Parliament and of the Council of 24 October 2006 establishing a Community action for the European Capital of Culture event for the years 2007 to 2019, and in particular Article 9(3) thereof,\nHaving regard to the recommendation from the European Commission,\nHaving regard to the selection panel reports of September 2012 regarding the selection process of the European Capitals of Culture in Denmark and Cyprus,\nHaving regard to the selection panel report of November 2012 regarding the selection process of the European Capital of Culture in Malta,\nWhereas:\nConsidering that the criteria referred to in Article 4 of Decision No 1622/2006/EC are entirely fulfilled,\nHAS ADOPTED THIS DECISION:",
