  "text": "Council Decision 2013/365/CFSP\nof 9 July 2013\namending Decision 2012/329/CFSP extending the mandate of the European Union Special Representative for the Horn of Africa\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article 28, Article 31(2) and Article 33 thereof,\nHaving regard to the proposal of the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 8 December 2011, the Council adopted Decision 2011/819/CFSP appointing Mr Alexander RONDOS as the European Union Special Representative (EUSR) for the Horn of Africa.\n(2)\nOn 25 June 2012, the Council adopted Decision 2012/329/CFSP extending the mandate of the EUSR for the Horn of Africa until 30 June 2013.\n(3)\nThe mandate of the EUSR should be extended for a further period of four months.\n(4)\nThe EUSR will implement the mandate in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union's external action as set out in Article 21 of the Treaty,\nHAS ADOPTED THIS DECISION:",
