  "text": "Council Decision\nof 10 May 2010\non the signing, on behalf of the European Union, and provisional application of the Framework Agreement between the European Union and its Member States, on the one part, and the Republic of Korea, on the other part\n(2013/40/EU)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union, and in particular Articles 207 and 212, in conjunction with Article 218(5) thereof,\nHaving regard to the proposal from the European Commission,\nWhereas:\n(1)\nOn 7 May 2008, the Council authorised the European Commission to negotiate a Framework Agreement with the Republic of Korea, hereinafter referred to as ‘the Agreement’.\n(2)\nThe negotiations were concluded and the Agreement was initialled on 14 October 2009.\n(3)\nSubject to its conclusion at a later date, the Agreement should be signed and provisionally applied,\nHAS ADOPTED THIS DECISION:",
