  "text": "Council Decision 2013/468/CFSP\nof 23 September 2013\namending and extending Decision 2010/565/CFSP on the European Union mission to provide advice and assistance for security sector reform in the Democratic Republic of the Congo (EUSEC RD Congo)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article 28, Article 42(4) and Article 43(2) thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 21 September 2010, the Council adopted Decision 2010/565/CFSP, last modified by Decision 2012/515/CFSP.\n(2)\nOn 13 July 2012, the Political and Security Committee endorsed the recommendation that EUSEC RD Congo should be extended until 30 September 2013, followed by a final transition phase of 12 months with the aim of handing over its tasks.\n(3)\nEUSEC RD Congo should therefore be extended for a final transition phase until 30 September 2014.\n(4)\nEUSEC RD Congo will be conducted in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union’s external action as set out in Article 21 of the Treaty,\nHAS ADOPTED THIS DECISION:",
