# Council Decision of 23 September 2013 on the security rules for protecting EU classified information (2013/488/EU), Division 2: Where the Council determines that a long-term need exists to exchange classified information,

a security of information agreement shall be concluded, or
an administrative arrangement shall be entered into,
in accordance with Article 13(2) and Sections III and IV and based on a recommendation from the Security Committee.
