  "text": "An assessment visit referred to in paragraph 9 shall be conducted and the report, or in the absence of such a report the report referred to in paragraph 12, forwarded to, and deemed satisfactory by, the Security Committee before EUCI is actually released to the third State or international organisation in question.",
