  "text": "The members of the Stabilisation and Association Council, if unable to attend, may be represented. If a member wishes to be so represented, he shall notify the Chairman of the name of his representative before the meeting at which he is to be so represented. The representative of a member of the Stabilisation and Association Council shall exercise all the rights of that member.",
