  "text": "The Parties shall ensure that:\n(a) Operators dispose satisfactorily of all wastes and harmful or noxious substances and materials in designated onshore reception facilities, except as otherwise authorised by the Protocol;\n(b) Instructions are given to all personnel concerning proper means of disposal;\n(c) Sanctions are imposed in respect of illegal disposals.",
